Leon
Leon is pretty explicitly the second-best trainer in the anime, being known as the “unbeatable champion” until his defeat by Ash. Leon is far more skilled than someone like Diantha whom he defeated 5-0 and she was stated to have 100 strategies, while Leon himself is stated to have unmatched observation skills. Trainers of this level are objectively better at battling than wild Pokemon, who at their peak know every martial art like Machamp or have an IQ of 5000 like Alakazam.
All Might
All Might is far more intelligent and perceptive than his campy image would suggest. He has a tactical mind regarding battle strategies and public speaking. Assessing a villain's threat level, All Might skilfully applies the necessary force and avoids injuries when possible. He is an expert in hand-to-hand combat with an intelligence to match his strength, deducing that Nomu's Shock Absorption had a limit and kept beating him until he went over that limit. He managed to gain enough experience during his younger days to rival All For One's 100 years of experience and defeat him.

Dynamight Armour
Armored All Might is a mechanical suit worn by All Might during the Final War, designed to fight against All For One. All Might utilized almost his entire fortune he had saved up to develop the suit and items. The suit was designed by Melissa Shield, based on specs from All Might himself. Each of the tools, gadgets, and weapons are inspired by and named after the students of Class 1-A. This support item is used in the performance of the Shoot Style Smash Ultimate Move.
Hercules the Car/Motorcycle
The Hercules is pitch dark resembling a supercar and it is shown to be incredibly durable when it survived a point-blank grenade explosion with Toshinori noting that any other car would have been blown to bits. The car has shown the ability to deploy several support items. Hercules is also equipped with cameras and broadcasting capabilities.

Indomitable Will
According to All Might, One For All's strength is additionally built upon psychological components, with the cries and cheers of the innocent empowering its wielder to instill hope. With this supernatural willpower, users of OFA can consistently exceed their own limits with the power of the people's cheers and the holder's own heroic nature.
Mighty Aura
Can induce extreme fear in his opponents. Was noted on many occasions to have an overwhelming presence, comparable to that of Stain, who once shocked dozens of surrounding heroes in a frozen state (Including the ones who beat him) despite being injured where he couldn't become much of a threat, if at all.
California Smash
All Might attacks with a frontal somersault leading into a downward punch. This move was first used against a villain while he was studying abroad in the United States.
Nebraska Smash
All Might rotates his arm while throwing a punch to create a tornado. This move was first used to destroy a swarm of two hundred Bombers.
Texas Smash
All Might throws a right punch with enough force that the wind pressure sends anything made of liquid flying away or just straight up deletes them.
Detroit Smash
All Might performs that same attack as Texas Smash except this move is with a downward punch instead of a straight punch. This smash was powerful enough to bring a thunderstorm.
Missouri Smash
All Might runs towards an enemy while keeping his hand flat and hits the enemy on the head while running past them.
Carolina Smash
All Might runs towards an enemy while keeping his hands in a cross position, then in a downwards cross chop to the enemy’s head.
New Hampshire Smash
All Might blasts himself towards his enemy and smashes his body into them, crushing and injuring them with his great weight.
Oklahoma Smash
All Might whirls himself around while enemies have latched onto him, spinning with enough force that when they are released they are easily thrown through concrete.
United States of Smash
All Might's final move, in which he concentrates all of his remaining power into a single downward strike that is powerful enough to break through All For One's enhancement Quirks and incapacitate him.
Red Riot
All Might summons several armoured plates from Hercules to encase his body, protecting him in a shield of armour.
Blackwhip
All Might fires multiple binding cables from both arms, surrounding his target and restraining them by connecting the cables to nearby buildings.
Chargebolt
All Might conducts electricity through the cables he fired out with Black Whip, electrifying his target.
Sugarman Shootstyle
All Might attaches a rocket thruster extension to his armour over one leg and uses it to accelerate his kicks, for a heavier impact.
Dark Shadow
All Might protects himself with a mechanical cape which automatically deploys and rearranges itself to cover his body.
Super-Acid
Hercules fires a rocket containing a syringe full of acid which All Might catches out of the air and delivers it into his target, dissolving them from the inside. This move can also home in on opponents and explode, scattering the acid in that area.
Thrusters
All Might utilizes thrusters on his back and his legs to increase his speed and mobility.
Shoto Cannon
All Might uses arm-mounted cannons to shoot fire.
Anima
All Might uses bird-like drones which can pick up his motorcycle in order to deploy it as a weapon, and also direct energy sources to power up other gadgets and weapons.
Earphone Jack
All Might releases a wave of sonic vibrations from his chest.
Invisible Girl
A special optic resin coating the armour that allows All Might to be shielded from immense heat such as laser beams and fireballs, and reflect them with double the power.
G.E.M.G Dynamight
All Might detonates an explosion in his gauntlet.
Resistances and Negations
Statistics Amplification/reduction
One for All’s supernatural abilities come with breaking the limits and evening the playing field in most fights, most notably in his fight in season 3 against All for One where he broke through all of his enhancement quirks and subsequent buffs. He also broke the limits of The SSJ Nomu’s durability amplifications that come with his shock absorption

Scaling
Leon
AP and Durability
Durability-wise Leon should scale to both this random grunt that lived a Hyperbeam and Rei/Akari (the Pokemon Legends Arceus protagonists) that can live hits from fully evolved Pokemon consistently. Both Dragonite and The other Pokemon should at minimum scale to Dugtrio who is relatively weak compared to them, Dugtrio is capable of making earthquakes that come in at over 4 Gigatons of TNT. Furthermore, Leon could withstand the shockwave that Eternataus created upon breaking out of a Pokeball which would let him scale to the 720 teratons seen below as Eternataus is vastly superior to the Regis. Leon’s offensive strength likely does not reach this level and would be more in line with characters like Brycen who can split a boulder coming in at 1.7 million joules.
Team
Leon's team is the cream of the crop, easily upscaling from Dugtrio who is relatively weak compared to them. Dugtrio is capable of making earthquakes that come in at over 4 Gigatons of TNT. Furthermore, Leon is superior to Cythnthia who easily defeated Tobias’ Team of lower-end legendaries. The combined effort of the Regi Trio was able to limit the effects of Groudon and Kyogre’s Clash, the former of which raised the continents, requiring 216 petatons of TNT. Now it's hard to say how much energy was taken by the Regis, as they were fairly far from the blast using the conservative estimate of 1% altogether, (2.16 petatons) each Regi should be able to withstand roughly 720 Teratons.
G-Max Charizard
Leon’s Charizard is on an entirely different level than even other Dynamax Pokemon, it was capable of matching the power of Ash’s Pikachu’s 10,000,000 Volt Thunderbolt, and later tanked a super effective hit from G-Max Pikachu. Pikachu used 10,000,000 Volt Thunderbolt to one-shot a merged Lusamine, who is capable of fighting Dawn Wings Necrozma. Base Necrozma can absorb all the light in the Ultra Space which requires 1.98 Yottafoe of energy, the equivalent of nearly 2 Septillion Supernovas.
Speed
Fully evolved Pokemon are capable of dodging Solarbeam, including Golem and Lycanroc, the latter of whose feat comes in at over double the speed of light. Leon was capable of dodging an attack from Eternataus, as well as frequently reacting to attacks from his opponents in battle so he too would hit this speed.
All Might
AP and Durability
In My Hero Academia All Might manages to change the weather with his Detroit Smash. This feat comes out at 735.03 Gigatons, which can be multiplied by All Might's estimation of his power at the time, where he compared his prime in the fight with Nomu in season 1. This feat multiplied by 60 equals 44.1 Teratons of TNT
It is worth noting that because this feat came from a Detroit smash, this feat does not represent All Might's true power. This is because All Might’s most powerful move is the United States of Smash which uses all of his power which has never been showcased in the Anime/Manga. If we take this move literally, we can estimate that All Might's U.S Of Smash would be 51 times stronger than Detroit Smash, considering there are 51 states. When using this multiplier we reach 2.25 Petatons of TNT (Continent).
Speed
All Might once ran down a fleet of stairs in an instant. This feat can also be multiplied by 60 (putting him at Mach 29) as All for One stated in his fight with All Might in season 3 that All Might's speed has decreased since he last fought him. multiplied by 60 = Mach 1739. In chapter 400, of MHA’s manga, All Might in his true weakened state (while using the Dynamight armour) is seen dodging a laser after it's already been fired before it hits the ground. This puts Armored All Might at Mach 556,489, which is 64% the Speed of Light. This can be possibly multiplied by 60, as this suit was made to mimic All Might's powers when the creator of the armor, Melissa Shield last saw him, which was his weakened state right before All Might was forced to retire. (It is important to note that the All Might Mellisa based the armour off of is weaker than the All Might that estimated his strength as 60x weaker than his prime. This would mean that the multiplier could be even higher than just 60x) Prime All Might's superior reaction time and physical speed could also theoretically vastly increase the performance of the Dynamight armour. This multiplier would possibly put All Might at 38.4x The speed of light.

Verdict
Argument For Leon (TripleCx3)
While at a glance this may seem close, in reality, Leon takes nearly every category. While it looks like All Might has a decent stat advantage, that is only through the use of The United States of Smash, not something he uses consistently throughout a fight, and even though he reaches that in durability because of Newton’s 3rd Law, it's only about a 3x gap over Leon's main team. There’s also the fact that the amount of energy being contained by the Regis is an incredibly conservative estimate, ⅓ a percent each, it is highly plausible that they are far stronger. There is also the fact Leon’s mons can increase their own stats and reduce All Mights (at least for a time) and even Pokemon that resist fire can be burned, halving All Might’s attack. I also don’t believe there is sufficient evidence to apply the 60x multiplier to the Dynamight Armour’s laser dodging (or speed in general as the multiplier comes from a statement about the number of punches he needed to defeat someone.) I believe that an armour designed to mimic a power level has no reason to be enhanced by the wearing being at that power level. The 60x Statement is also not from the time armour is designed to mimic. There’s also G-Max Charizard’s Pikachu rivaling power which gives him 3 turns where he is strong enough to annihilate the MHA verse and completely ignore any of All Might's attacks even super effective ones as he’s tanked G-Max Pikachu’s electric attacks. Leon also has 10 bodies that even with a 3x stat gap give him a significantly larger total health pool, especially with his healing methods. All Might’s only easy way to put Leon down is to US of Smash Leon out the gate which not only would require him to be faster but it would also be wildly out of character for him to use his strongest attack on an unarmed man.
All Might’s main offensive tools are his Smashes which could potentially wear Leon down with their massive area of effect, however, Leon’s team has a large amount of AOE moves like Earthquake so he’s clearly capable of playing around that. it is also not all too plausible That All Might would have a chance to use this game-winning strategy as while Leon doesn’t typically send out his whole team at once, he frequently fights in double battles and is completely capable of commanding 2 mons at once. Leon’s team are skilled fighters having fought so many times so even if he sent out more or was unable to command them, they should be easily capable of fighting competently on their own.
Admittedly a large chunk of Leon’s team’s moves are gonna have a hard time getting through The Dynamight Armour, just certainly not Charizard’s firepower, which would be comparable to Skeledirge’s 5400° fire or even Macargo’s 18000° fire (which is probably an outlier) both of which surpass the 5000° that armour can withstand. There’s also no reason to believe the armour could reflect G-Max Zard’s immense power far exceeding anything All Might has even thought of. There are also plenty of moves All Might doesn't resist and many of the moves on Leon’s team are just obscene like Draco Meteor, Drum Beating, Psychic, and more. Changing the weather is a moot point when Leon has moves that adapt to the weather like Weather Ball and the fact that a 50% reduction is not that substantial. There is also the point of Stat Amps, which All Might has used to match greater foes but never instantly and it wouldn’t be enough to let him stand a chance against Zard or deal with being outnumbered. Leon’s power, speed, variety and numbers advantage let him remain undefeated.
Argument For All Might (Skrrt’)
I believe under the very unfortunate circumstances of Leon’s human shortcomings that All Might wins this more often than not. For starters, there is nothing stopping all Might from speed blitzing and murking Leon with stat amps before his Pokemon even exit their Pokeballs so that’s not great. All Might will almost always have the first opportunity to act on a choice since he is not bound to orders like Leon’s Pokemon are. Secondly, every Pokemon Leon lets out before sending out his trump card equals one more opportunity for a country-obliterating Detroit smash that can easily spell Leon’s demise with dominant winds, earthquakes (If the smash is aimed at the ground) and the destruction of the ground around them. Mind you, this isn't even All Might’s strongest attack, and when it comes to dealing with Leon’s Pokemon, these abilities and feats will have no shortage.
If Leon and All Might were to survive the 9 battles that would lead up to the appearance of G-Max Charizard, the way All Might would deal with him is by fully fusing with his car for the maximum power of his armour, rising up to mouth and eye level (Close or mid-range). He can send a missile into Charizard’s mouth that detonates the toxins in his throat. He can also lobotomize the Charizard and fry his brain with a maximum charge bolt, taking advantage of Charizard’s weakness to electric-type moves. He can also gain an advantage by using his Ear Jack ability to deafen the Charizard so he is momentarily unable to hear Leon’s commands while recovering from the attack which gives All Might an opening to kill. This applies to any Pokemon.
He can completely negate water-based attacks like Snipe Shot and rain-based weather balls with his NPI-Smashes and his wind breath, which once evaporated an entire liquid being of sludge and poison. Leon using AOE moves like earthquakes or muddy water would only worsen the state of the terrain and make the aftermath of a Detroit smash more devastating. He can negate all of Leon’s status conditions that are inflicted on his body like burns due to his consistent no-selling of fire and explosion attacks, which don't even burn his costume away. He can block the move Toxic with his metal shields and armour, along with blowing it away with his breath or punches. Bug, steel and Ice type moves with his fire cannon, And can Rapid Spin leach seeds and mud off his body and surrounding area. Not only that, Pokemon moves are prone to missing which leaves them wide open for an attack… which All Might isn't prone to at all. So on top of All Might’s several different ways to amplify his performance (O.F.A Amp’s. Indomitable will, Thrusters, etc.) his continent-level U.S of Smash (which was so powerful that it powered through All for One’s amplifications), and several different gadgets will help the symbol of peace snag a win against the former champion.
